Which BSW Programs Prepare You for Child Welfare Work, and What Is a Title IV-E Program?

A child welfare social work degree is a CSWE-accredited BSW with a child welfare track, certificate or stipend program that prepares you to work in foster care, child protective services and family services. Of the 94 programs compared here, 52 describe a Title IV-E track, which uses federal child welfare training funds to support students preparing to work for a public child welfare agency. At Fresno State, for example, a full-time senior gets one year of support at $20,270 and then works a year in a county child welfare agency.

What a Child Welfare Social Work Degree Is

A child welfare social work degree is a Bachelor of Social Work with added preparation for public child welfare: protective services investigations, foster care, adoption, kinship care and family preservation. It isn’t a separate degree. It’s a CSWE-accredited BSW plus a child welfare track, certificate, elective set or stipend program.

This page compares 94 programs at 89 schools in 32 states that describe a child welfare or Title IV-E track, each verified on the school’s own site in October 2026. 93 are CSWE-accredited and one, Kent State University’s online BSW, is in candidacy.

The tracks go by many names. Among them: “Title IV-E Child Welfare BSW Stipend Program,” “Child Welfare Scholars Program,” “Michigan Title IV-E Child Welfare Fellowship,” “Minnesota BSW Consortium public child welfare preparation,” “NC Child Welfare Education Collaborative,” and plain “Child Welfare Certificate.” What matters is what each one includes: courses, a child welfare practicum, funding, and any work commitment.

Title IV-E Program Social Work: How the Funding Works

Title IV-E is the federal foster care program. Under it, the federal government pays a 75 percent match for allowable training for title IV-E agency employees and for “persons preparing for employment by the title IV-E agency,” according to the federal Administration for Children and Families. University Title IV-E education programs, such as the California Title IV-E Education Program that San Diego State takes part in, support social work students who commit to careers in public child welfare.

In practice, a BSW Title IV-E program usually gives you:

  • Money in the form of a stipend, tuition support or reimbursement.
  • A child welfare practicum in a public agency.
  • Required child welfare coursework.
  • A work commitment after graduation in a public child welfare agency.

52 of the 94 programs here describe a Title IV-E track. Fresno State gives the clearest example: full-time students entering their senior field year receive one year of support at $20,270. Part-time students receive tuition, books and paid mileage up to $13,350 a year for two years. In return, you owe one year of full-time work in a county child welfare agency after graduation. Who This Path Suits

A child welfare BSW is a strong fit if:

  • You want a job lined up at graduation. Title IV-E and collaborative programs train you for your state’s public agency. At UNC Pembroke, students in the NC Child Welfare Education Collaborative complete state-mandated pre-service training during school, so they can start with a county Department of Social Services right after graduating.
  • You need help paying for your senior year. A stipend like Fresno State’s can cover much of your final year.
  • You want a public agency career. Title IV-E commitments point you toward county and state child welfare agencies, where CPS social workers and foster care social workers are employed.

It suits you less if you aren’t ready to commit to a public agency for a year or more after graduating, or if you’d rather keep your first job search open.

Tuition is the program's own published rate where the school states one; otherwise it's the school's federal undergraduate tuition and fees for a full-time year, 2023-24 (in-state at public universities), from NCES College Navigator. "Resident rate" means the school charges nonresidents more. CSWE status comes from CSWE's directory of accredited programs.

The Numbers Across 94 Child Welfare Programs

These are mostly public, campus programs: 71 of the 89 schools are public, 77 programs list campus delivery and 20 are offered online.

Public schools here have a median federal tuition and fees figure of $9,700 for a full-time year (2023-24, NCES College Navigator), against $35,534 for private colleges. The lowest is UNC Pembroke at $3,571. Salish Kootenai College in Montana publishes $148 per credit for Montana residents and lower rates for Indian and Indian descendant students (2025-26), with child welfare, Title IV-E and health tracks.

Field hours run above the minimum: CSWE requires at least 400, and the median among the 18 programs here that state their hours is 420.

What You Study in a Child Welfare BSW

The core is the same generalist curriculum every accredited BSW teaches. CSWE’s 2022 standards organize it around nine competencies, including engaging with, assessing, intervening with and evaluating practice with individuals, families, groups, organizations and communities. Child welfare tracks add depth in family work:

  • Child welfare courses. UNC Pembroke requires SWK 3830 Child Welfare Services with a C or better for collaborative students. Fresno State requires completion of upper division writing and field placement approval before the stipend year.
  • Electives. Several programs offer child welfare electives alongside addictions and aging, such as CUNY Medgar Evers College, whose BSSW lists child welfare, addictions and aging tracks.
  • A child welfare practicum. Title IV-E students usually complete their field hours in a public agency. UNC Pembroke places collaborative students in a county Department of Social Services for 400 hours.

Child Welfare Programs by State

Title IV-E programs are run state by state, so the details depend on where you study:

  • California. Fresno State, San Diego State, San Francisco State and Cal State San Bernardino all list Title IV-E tracks. CPS and Foster Care Social Worker Pay

BLS groups child welfare workers with family and school social workers. In May 2025, child, family and school social workers held 392,550 jobs nationally, with a median wage of $59,550. The lowest-paid 10 percent earned under $42,280 and the highest-paid 10 percent over $95,530. The highest state medians were in Connecticut ($78,970), Maryland ($76,390) and New Jersey ($76,280).

Licensing and the MSW After a Child Welfare BSW

Whether your state licenses BSW graduates depends on its social work board, and the rule differs from state to state. Check your state in the LBSW license guide or with the license checker.

If you later want an MSW, a CSWE-accredited BSW qualifies you to apply for advanced standing. 54 of these programs sit at schools with their own MSW route. How to Choose a Child Welfare BSW

  • Read the work commitment closely. Fresno State’s is one year of full-time work in a county child welfare agency. Know the length, the agency type and what happens if you leave early.
  • Check the GPA and timing. Fresno State asks for a 2.7 in pre-social work courses and a 2.50 cumulative GPA; Indiana’s Child Welfare Scholars apply in the junior year.
  • Ask where the practicum is. A placement inside a county agency gives you the most direct preparation.
  • Pick your state on purpose. Title IV-E commitments are to agencies in the school’s state.

What Does a Title IV-E Stipend Require in Return?

A period of work in public child welfare after you graduate. Fresno State's BASW stipend requires one year of full-time employment in a county child welfare agency, and San Diego State's California Title IV-E support is satisfied after a successful employment period in a California public child welfare agency.

Can You Work in CPS With a BSW?

Yes. A BSW is a common entry degree for public child welfare jobs. UNC Pembroke's Child Welfare Education Collaborative students complete state-mandated pre-service training in school, which lets them begin work with a North Carolina Department of Social Services agency immediately after graduation.

How Much Do Child Welfare Social Workers Make?
